I tried meditation, breathing exercises - helps, but not always. I understand that we need to learn to control emotions, but I don’t know where to start and how to build a systemic approach. Maybe someone tried applications or techniques that really help to track mood and develop self-control?

The main thing is not to expect quick results, because emotional intelligence develops gradually. The habit of analyzing what caused a particular feeling and how it could react differently helps. It takes time, but in the end there is more inner peace and confidence. Any tools that help to structure thoughts and observe their states are useful if used regularly.
