Teach meta cognition, which is thinking about your thinking. This has to be taught over and over in dozens of situation, with lots of think alouds from the teacher until kids absorb it and internalize it.

Next the Socratic method. This is not teaching more info, it's digging deeper into the information you already know. Invented more than 2,000 years ago, this method of learning by asking questions followed by more questions has stood the test of time. It's widely used in law schools, but it can be used even with elementary school kids. Instead we give out information at the lowest level.

Teachers need to ask better questions. Then they need to give kids the time to THINK, and to let kids become comfortable with not knowing, yet having to dig their way out via thinking and talking with others. This can be done even at a kindergarten level with the question of the day method.
