In which US city are locals least likely to use toll roads?

I vote for Phoenix! Oh, thats right… We don’t have any toll roads. Any at all. NADA, not a one. And we have lots of roads, including nice new ones.

Having driven to the east coast (NJ) and back this summer I was amazed on just how much those tolls amounted to. I believe it was over $60 for the Pennsylvania Turnpike. For just a car!

Then there were those 2-mile long backups at the toll stations in NJ. Just to pay the tolls! Every 15 miles or so. Seems to me that a substantial part of their traffic problems are caused by the solutions they implemented
